1. Plan Division monitors the Plan/Expenditure to the Department of Social Justice and Empowerment every year.
1.1 Monitoring the Plan Outlays in 2015-16 and 2016-17
The Plan Division monitors periodically the utilization of Plan funds of the Ministry/Department. The Ministry's Plan outlay for the financial year 2016-17 is Rs 6500 core which is 0.51% higher than the outlay of Rs 6467 Crore of the previous year 2015-16.
2. Work relating to Parliamentary Standing Committee on Social Justice and Empowerment
2.1 Plan Division coordinates the work relating to approval of Demand for Grants of the Ministry by the Parliamentary Standing Committee on Social Justice and Empowerment. In this context, the Division prepares a Background Note for the Committee, Prepares replies to their supplementaries, and prepares the Statement on Action taken on the recommendations, which is laid by the Minster (SJ&E) in both the Houses of the Parliament.
3. Preparation of the Annual Report of the Department
3.1 Every year, the Annual Report is prepared by the Plan Division. The links to the Annual Reports of the Ministry for the last five years upto 2015-16 are given below:

4. Initiatives relating to Skill Development
4.1 The skill development programme is being implemented in the Department of Social Justice and Empowerment by the three Finance and Development Corporations under the Department of SJ&E-
National Scheduled Castes Finance and Development Corporation (NSCFDC): The aim of NSFDC is to provide skill development training to the eligible SC candidates living below Double the Poverty Line.
National Backward Classes Finance and Development Corporation (NBCFDC): The aim of NBCFDC is to provide skill development training to the eligible BC (Backward Classes) candidates living below Double the Poverty Line.
National Safai Karamcharis Finance and Development Corporation (NSKFDC):The aim of NSKFDC is to provide skill development training to the Safai Karamcharis, Scavengers and their dependants throughout India.
4.2 The training has been imparted to the eligible target groups through reputed training institutes such as Apparel Training & Design Centre(ATDC), Electronics Corporation of India Ltd.(ECIL), National Institute for Entrepreneurship & Small Business Development (NIESBUD), Central Institute of Plastics Engineering and Technology (CIPET), National Small Industries Corporation (NSIC), etc.
4.3 During the last one year the Department continued to improve the programme and also rope in the best training providers who have outcome based approach to train the youths. Lately, our emphasis has been on mapping of existing skills and identification of trades and areas in important sectors where employability is high. Stress has been laid on industry-institute linkage along with a strong element of skill gap analysis before the commencement of the programme. Quality assurance and linkages with the job market are the critical areas which are being constantly strengthened to improve the efficacy of the skill development programme.
5. Annual Action Plan
5.1 The Annual Action Plan of the Department is prepared by the Plan Division. It is thereafter monitored at the highest level from time to time.
